Sorry, but I'm still confused. I realize Comcast dropped support for
newsgroups, but Verizon only dropped support for some subset of newsgroups
they offered. News.microsoft.com was retained.

Perhaps Verizon is now blocking all NNTP?
What happens if you use another email address domain? Mine is
technically invalid, yet it doesn't stop me from accessing the
msnews.microsoft.com server.

Basically, the FCC, presumably under pressure from, or in league with, the
religious right, take your pick, bullied the ISPs into this. Since they have
bigger fish to fry, like ditching net neutrality, the ISPs tripped all over
themselves to comply. Verizon, to its credit, at least chose to keep the
part of the service that didn't generate any heat.
FWIW, here is the email they sent me:
<Dear Verizon Online Customer,
As a Verizon Newsgroup service user, we wanted to let you know about some
important changes that we will soon be making to our Newsgroup service.
On June 24, 2008, we will be modifying our Newsgroup offerings to only offer
groups in the Big-8 Newsgroup hierarchies, which are listed below. The
0.verizon.* newsgroup hierarchy will also continue to be available. Users
will not be able to post or download from any other newsgroups using our
Newsgroup service.
More details regarding the Big 8 newsgroup hierarchies is available at:
http://www.big-8.org/.
This change will not affect your Internet access service. If you would like
to subscribe to newsgroups other than those we offer, you will need to
subscribe to a separate commercial news service. Please note that your use
of any such service is still subject to our Terms of Service and Acceptable
Use Policy.
There are no changes required to your software, but you will need to
unsubscribe from all Newsgroups other than the Big 8 hierarchies and the
0.verizon.* hierarchy noted above. The following link explains how to
subscribe and unsubscribe in Outlook Express:
IMPORTANT: If you continue to subscribe to unsupported newsgroups, you may
experience poor computer performance and slow throughput speeds. Failure to
unsubscribe may also interfere with the functioning of the Verizon network
or use of the network by other Verizon users, which is a violation of our
Acceptable Use Policy.
We appreciate your business and look forward to continuing to serve you in
the future.
Sincerely,
Verizon Online>

Longshot, but maybe OP's problem is that he hasn't unsubscribed from a
newsgroup now unsupported by Verizon, as they mention towards the end of
their email.

There's a difference between accessing this group or other
microsoft groups through your ISP's server and through the
MS server. Are you sure you are going through the MS server
directly, and not Verizon?
To quote your email from Verizon

I'd call Verizon and ask them.

Yes, I checked it under Tools/Newsgroups in OE. You can access it either
way, but the checkmark is under the news.microsoft.com server account, not
news.verizon.net.

PLEASE don't blame the federal FCC for New York state's disregard for
the first amendment of the federal constitution! The whole problem
resulted from New York's efforts to get the ISPs to delete child
pornography that customers had been posting on binary groups. Some files
were present as a result of mirroring other Usenet servers. Instead of
deleting/blocking the offending files or the groups that frequently
contain them, some ISPs overreacted by dropping mirrors of the WHOLE
alt. branch of Usenet for ALL their customers, even those not living in
New York.

Verizon has - and never had - nothing to do with news.microsoft.com. You
connect to the internet via Verizon. The MS news server is just another
internet site site to which you can connect. Ditto with Comcast. The OP
could connect to news.microsoft.com via Comcast if he configured OE to do
so.
