I'm sorry but it appears that in addition to moving the registry file
user.dat that you moved/deleted/trashed some other essential system files.
Time to restore the system from the restore folder but first make sure to
safe what you can including e-mail, photos, etc.

If no-one here knows the answer.I'd check the HP/Compaq web site after
that try Google. Never having had a Compaq or any other commercially
built PC since the mid 90s I can't help you here. Sorry

Im very carful about what I delete when she gave me the computer she did say
that she thought someone may have deleted some of the wrong files. I also
sas a warning about some missing dos files when I was running somthing I
think it was spybot or Avast anti virus.
