is there a run / open command which will open the services menu in the
control panel?

Control c:\winnt\system32\srvmgr.cpl,Servi&ces
or use the SystemRoot variable if you want to distribute to different
machines:
Control %systemroot%\system32\srvmgr.cpl,Servi&ces
You can shorten it to:
Control.exe srvmgr.cpl,Servi&ces
or
Control srvmgr.cpl,Servi&ces
