roaming profiles

We have about 300 users who are using windows profiles. All of the accounts
are working except 2 users. When these two log in in creates their files
under the documents and settings, but their desktop and favorites are empty.
In another place on the c drive it creates these exact same 2 files with the
data in them. Their desktop and favorites are copied to the server ok. We
have checked security and delete their accounts in active directory and
recreated them and it still happens. Any suggestion would be greatly
appreciated. thanks al
