do I need licenses for Server AND Terminal Server licenses?

You are crossposting to nearly every WindowsNT TS newsgroup, but
not to the main TS newsgroup, which is
microsoft.public.windows.terminal_services
These .windowsnt newsgroups are about to be deleted, so I recommend
the main TS newsgroup for further questions.

If you need additional server CALs or not depends on the way you
licensed the OS on your *first* Windows 2003 server. If that server
uses the "Per Server" licensing mode, then your CALs are valid for
200 concurrent (!) connections to that server only, and you would
need new CALs for your TS. If your server OS is using the "Per
Device or Per User" licensing mode, then your 200 CALs cover a
total of 200 connections (not concurrent!) to all servers.

Note that if you choose the wrong OS licensing mode, you can switch
to the other one.

Per Device or Per User mode is concerned with the total number of
devices or users (or a combination of devices and users) accessing
the server software across any number of servers, at any time. In
this mode, you need a Windows CAL for every device or user that
will be accessing Windows Server. In Per Device or Per User mode,
only one Windows CAL is needed for any given device or user to
access Windows Server, regardless of which servers it is accessing.
Per Server mode is concerned with the number of concurrent
connections to the server software. You need to purchase Windows
CALs for the maximum number of simultaneous connections to that
server. Any device or user can access the server, but the number of
simultaneous access connections hitting the server at any given
time must not exceed the number of Windows CALs designated to that
server.
