You can install IE5.5 SP2 on Win95

Old IE versions.

WinImage can format DMF disks in Windows XP.
Use New > DMF > OK
Image > Inject > select the file from CD > OK
Write image.
Repeat for each disk.

But Maxidisk can't, as I think OP has proved. It works only with W9x.
