I need to install win95 on a laptop that does not have a CD drive. I have
the Win95 CD, but not the floppies. Can I make a full set of install
floppies from the CD?

It may depend on what type of Win95 CD you have but look here:

I have the full version CD and it does contain the files mentioned in that
how-to document. The problem is creating the DMF formatted floppies. I
tried using Maxi Disk, but I get an error when I try to format a floppy:
16 bit Windows Subsystem
Disk Status
An application has attempted to directly access the hard disk, which cannot
be supported. This may cause the application to function incorrectly.
Choose 'Close' to terminate the application.
If I click Ignore, the formatting progresses, but then I receive a MAXIDisk
error:
ERROR: Unrecoverable formatting error.
Disk will not be usable.
I'm running Window XP.
I'll try another DMF format utility <a style='text-decoration: underline;' href="http://www.winimage.com/download.htm" target="_blank">http://www.winimage.com/download.htm</a> and
post back.

Winimage is the only one I have ever used for DMF floppies, but I was
running Win95 at the time.

AFAIK you can't do this with XP. Use Windows 95, Windows 98 or Windows ME
to create the DMF floppies.
You could try asking an a XP newsgroup to see if there is a way around the
problem.

Alkonost MaxFormat did the trick. 28 floppies later I had the laptop up and
running with Win95. Now if I can just get a NIC in the thing I can load
Win98 Second Edition from a shared CD. I tried a card with a 32-bit bus,
but apparently this thing will only talk 16-bit. I'd like to put Win2000 on
it, but it's only got 40mg Ram. The only reason I want Win98 is for IE6.
AFAIK, I can only run IE5 on Win95. Browsing is all I plan to do with it.<!-- ~MESSAGE_AFTER~ -->
