Try clicking on this:
news:microsoft.public.win95.msdosapps
If Outlook runs anything like other newsreaders it should automatically
ask you if you want to subscribe to the newsgroup and open it, or just
open it if your newsreader is already configured.
If the above link doesn't work try this one with the 119 port path.

Although it is possible, it is not easy with the current way that you are
accessing the newsgroups. Instead, use the following procedure:
Start Outlook Express.
1. Choose Accounts on the Tools menu
2. Click the Add button, and the News option
3. Enter the name you wish to use( eg suzie), and click Next.
4. Enter a fake email address, such as:
Suzie RemoveThis @nowhere.com
and click Next. (Do not use your real address as it will be harvested by
spammers and viruses)
5. Enter the news server name as:
news.microsoft.com
and click Next.
6. In the Folder List (left pane), right-click news.microsoft.com, and
choose Newsgroups. You will get a long list of newsgroups.
7. Locate the groups that you are interested in and select 'Subscribe".
