Well I still want to help. Norton is not a good program, it runs a lot of
applications in the background and viruses can sneak past it. It happened to
me. I would reccommend you unistall it and use Avast Anti Virus free
programs. Download it from www.avast.com register it as a free version and
run a thorough check of your system. It will detect and quantine any viruses
you have. This will rule out the possibility of a virus. Also I still think
there may be a corrupt file stored in the browser cache of internet explorere
so go to tools, internet options, delete, delete temporary internet files,
OK, delete cookies, OK and clear history, OK. Then close it and reopen it.
Another possibility is you may have malware spyware i am just trying to
narrow things down. Go to www.superantispyware.com/ and this is a fantastic
program. Run a full check. Then you will have ruled out the possibility of
a virus, malware, or a corrupt file. If this does not fix your problem
repost with more specific information as to that you have done these things
and I will see if I can think of anything else. Also there is one add on
called IE7 pro. There is an issue with that so make sure to disable that one.

I deleted temp file, cookies and history but that didn't help. I just d/l'd
superantispyware (home version) and it found this:

Should I get rid of this?
also 10 cookies which I will delete.

with the add-ons and seeing if the errors are the same or less frequent.
Would giving you a list of add-ons help? I ran hijackthis today and there
was quite the list that I don't understand and afraid to delete.
As far as Norton, I have used this program for yrs w/ no problems except for
not being able to make a restore point. I rely on Norton Ghost mainly to
save me.
Keep the ideas coming!

Please confirm that NAV was not running in the background when you installed
WinXP SP3.
Were you experiencing this issue before you installed WinXP SP3?
The error points to a networking problem. How does this machine connect to
the internet (e.g., cable, DSL, dial-up)? Do you connect via a router
and/or via wireless connection?

The above notwithstanding, the problem may be due to hijackware.

Norton wasn't installed until after IE6 & sp2 and sp3 were loaded. yes I was
experiencing issues before sp3, I thought sp3 would fix it, guess not.
I'm connected to the internet by cable router. From time to time my cable
blinks and I'm unable to connect to a site but after 20 secs there's a steady
light and I'm back on. I will run spybot and post the log on the link you
gave me.

So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus,
whose ads for malware don't identify the malware as such and try to convince
you that you owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

well I am out of ideas. You may try calling technical support from your ISP
or calling Microsoft techical fee based technical support
