hi
can anyone help please.
i cannot use any programmes in the control panel folder i get the message.
"this operation has been cancelled due to restrictions in effect on this
computer please contact your system administrator".

Do you have Tweak UI installed? If so this is the origin of your problem.
Check Microsoft support site for solution.

Following on from Corday's comment about TweakUI which can cause this
problem if uncheck "Show Control Panel on Start Menu" on the IE tab since
doing this will prevent you from accessing the Control Panel, I would then
thoroughly check your system for unwanted malware as blocking access to
Control Panel and other areas such as regedit is quite often an indication
that the system is infected by one of a number of malicious malware
programs.
How best to check, You could start by using the online scanner at
TrendMicro Housecall (http://housecall.trendmicro.com/) then if the system
appears clean but the problem remains consider using HiJackThis and
posting to one of the specialist malware forums at either Castleops
(http://www.castlecops.com/) or the HijackThis forum at Aumha
(http://forum.aumha.org/viewforum.php?f=30)
