What process are you using to start in safe mode, and exactly how far
through the safe mode startup do you get before it fails? Or, are you
getting to safe mode OK but you don't know what to do next?

So are you are starting by pressing and holding the Ctrl key until the
startup menu appears, then selecting Safe mode from the menu?

Or are you saying that nothing at all appears on the screen - not even the
initial hardware information that appears when the memory count ticks over?

No, the memory counter appear,
and the screen for choosing the operating system apper,
and the screen fromwhich i choose to start as safe mode,

BUT: when the operating system(Windows ME) itself start nothing except
black screen but i heard sound of the theme - the start music & the sound
when you click on wrong place - that mean the windows is working well
but there something wrong with displaying.
but the VGA work well on the memory counter and on the other operating

In that case you are reduced to step-by-step troubleshooting. See, for
