Check if you have

"PersistBrowsers"=dword:00000001

at

[HKey_Current_User\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced]

(toggle between 1 and 0 to see if it makes a change)

If it's not present under Current User (HKCU) then see under
Local Machine (HKLM).

At HKey_Current_User\Software\Microsoft\Windows\CurrentVersion\Explorer
\Advanced]
empty

At Local Machine (HKLM)
lots of things, but nothing about persist .

Doing a search for 'persist' only found persist in a key relating to
the internet

Hmmmm....since must be set to 1, then it's absnece could be
interpreted as 'don't have explorer return on reboot'

Wonder what would remove a key? Because just as the OP, mine used to
reappear, now does not.

Well, did you set PersistBrowsers & did it work? Sorry I didn't remember
about that one. I hope stephen9876 is still looking in. Maybe it went
off by a TweakUI click or some click in some obscure requestor in
Windows. But I can't find any such requestor. I'm not sure how my own
PersistBrowsers came to be set. I clearly do recall the other two I'm
about to mention had to be set manually. (I don't use TweakUI.) Here is
what I usually post about it...

First of all, this will allow you see in Explorer all files that have
the Hidden attribute...
"START, Settings, Folder Options, View tab", & bolt "Show all
files"; may as well uncheck "Hide file extensions..." too.

To know whether a file has that attribute, R-Clk it in Explorer, &
select "Properties". Alternatively...

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Adv
anced
ShowAttribCol 0x00000001 (1) <<--DWORD. Value data: 1
ShowSuperHidden 0x00000001 (1) <<--DWORD: 1
PersistBrowsers 0x00000001 (1) <<--DWORD: 1

ShowAttribCol See Attributes listed in Explorer
ShowSuperHidden Well, I think I saw my first .htt after setting that.
PersistBrowsers An open folder will remain open after a reboot.

"ShowAttribCol" has no space in it's name, although it seems that way
with this font. (None of them do.) Type a "1" in "Value Data". It won't
look like a simple "1" in the right pane. If the column doesn't appear
immediately in Explorer, then re-boot.

1. "START button, Run"; Type "RegEdit" & Enter.
2. Click the plus (+) signs in the left pane starting at
"HKEY_CURRENT_USER" & ending at "Explorer".
3. Finally, click the key "Advanced" in the left pane.
4. In the right pane, R-Clk an empty area; point to "new"; select
"Dword value"; type or paste "ShowAttribCol" & Enter.
5. R-Clk "ShowAttribCol"; select "Modify", enter "1" in Value Data, &
click OK.
6. Do the other two, as desired, from step (4).
7. Close RegEdit & reboot, if it doesn't already show in Explorer.

Yes.
(re-)Create it if it doesn't exist.

Exactly.

I may misremember but i /think/ there is a User Interface
for the 'PersistBrowsers' setting under 'Folder Options, View
tab' on an original installed of Win98SE (perhaps named 'Restore
previous folder windows at logon' like it is called under WinXP
where the option exists with IE 6.x installed ) but that some
update from ms makes that disappear .. possibly updating from IE
5.x to IE 6.x. (I am not at all certain about this.)

Well, I don't see any "Restore previous..." there & don't recall ever
seeing it. However, it's possible I never did look before doing the
updates. I also don't see it in the Advanced tab of Internet Options. It
was good of you to remember that Registry key.

True or not, it won't explain the recent change in behavior for
the other two thread participants.

Something extraordinary must have happened to them that hasn't happened
to me yet. Maybe they've activated some security feature that had a side
effect. I'm still waiting to hear whether either has been cured.

Extraordinary might not be the proper word to use here, but perhaps
TweakUI has been disabled from running at startup as it is set up to
do on my machine and probably yours with the line in msconfig|Startup
Tab that goes something like:

Tweak UI RUNDLL32.EXE TWEAKUI.CPL,TweakMeUp

Just to jolt memories that comes from the registry here:
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run]

I didn't find any inf files installing the persistbrowsers entry so
that might just be hard coded into tweakui.cpl to write that entry
directly into the registry. But only TweakUI will pay any attention
to the entry since it's NOT part of Windows proper. Unless TweakUI is
invoked at startup, the browser window(s) is NOT re-opened over the re-
boot event, I doubt the browser window(s) information is even being
saved in the registry over the reboot either.

I seem to remember this same issue and symptoms a long, long time
ago...
If so, then the fix would be to just install TweakUI again to insure
the proper registry entries are put in place again. I do disremember
what exact widget didn't like TweakUI running back then, I assume that
there is more than one.
