Tracking PC usage

Hi,
We have WinXP professional and Win 98 on two stand alone PCs

I am looking for a tracking software with i.e (fast, good, cheap) any two
combinations would be helpful.

I am trying to track in XP
Usage of computer (login and logout) by a specific user

In Win 98
Usage of a software in Win 98 by a specific user

The Win 98 system has a general account so I need a software that kind of
works as a login window and tracks the user's login
