OK - armed with the very little information you've given us, can't help you
with System Restore nor where you can get replacement Recovery CD's -
however the following *might* help you to make at least some progress and a
fresh start :-
Assuming the following were supplied and actually installed onto the hard
disk by your OEM's version of WinMe. Look
for a folder containing the full set of WinMe installation files, which are
'usually' located at Windows\Options\Install or CABS.
The folder you need contains a whole series of .CAB files (including
WIN_8.CAB thru' WIN_22.CAB and other CABS). Depending on the OEM, these
files might even be in a different location (if provided) so you may have to
search for them. The folder (approx. 100-150 MB) should also contain a
setup.exe file (and *might* even contain hardware drivers!) and more
importantly, a file called CLEANHD.TXT, which you should print out and read
very carefully. (CLEANHD.TXT can also be viewed and printed from :-"Windows
Millennium Edition Cleanhd.txt File Contents"
http://support.microsoft.com/default.aspx?scid=kb;en-us;271673
If the OEM has provided these files/folder - and not all do - then continue
with the following suggested procedure. You should copy (burn) the contents
of the folder to a CD - and you will also need to make a note of the 25
digit key code supplied with the computer. You can find this code which is
located in the Registry by searching your Registry (using regedit.exe) for
ProductKey.
Armed with you newly burned CD, Product Key and the CLEANHD.TXT file, you
are in a position to completely re-install a brand-new 'clean' version of
WinMe. Remember though, you will eventually need to do the Windows Updates
for WinMe from the MS WU site (whilst they're still there!!). Any other
'special' hardware drivers (e.g. Video Card) which you may need can usually
be downloaded from the hardware manufacturers web sites.
You might also find that (free) utilities such as Belarc Advisor:-
http://www.belarc.com/free_download.html
should help identify hardware such as your Video Card - It will also
identify the 25 digit ProductKey.
Good luck

In addition to Mart's post knowing what problem you are trying to solve
would also help as it could be you don't need to reinstall Win Me.

Win Me isn't a program. It's an operating system. You can't uninstall
Win Me unless you upgraded to Win Me from a previous operating system,
chose to retain that earlier operating system when upgrading and have not
since deleted the files containing that earlier operating system.
So once again if I may. What is the problem you are trying to fix?
