The first question has to be what changes were made to the system
immediately prior to this problem starting? Has your friend tried booting
to Safe Mode and then running system restore to roll their system back to
a date before this problem started?
Alternatively try booting to Safe Mode (keep tapping F8 as the system
starts) and select "4. Step-by-step confirmation" and see if you can
determine the step that is causing the problem.

ISSUE RESOLVED
Booted with Startup disk
wento to
C:\windows\command
scanreg /restore
picked the latest started registry and all is now working..

It would still be good for you to determine what changes were made just
prior to the problem arising, as Mike said. It might save you some headache
in the future.

My friend said the issue arise when she had to do a forced shutdown due to
pc lockup.
