I got an older PII system with WinME on it. The previous owner had some kind
of Internet Telephony programs on it, and I cannot get sounds to come over
the speakers; also there is no volume control in Accessories. Could this be
a sound card problem? I checked the inside of the system and there is a
sound card (generic one that came with the system, it's a Compaq Deskpro).

Check whether the sound card is listed and OK in the Device Manager. You
might also want to reinstall its drivers which you should be able to
download from the manufacturer's web site.
Lack of the volume control in the system area might be as simple as the
check box "Show volume control on taskbar" being unchecked. This is found
at Control Panel | Sounds & Multimedia on the Sounds tab. It could
however also be the result of the sound card's drivers not being
installed.
