Have you tried "Removing" (uninstalling) it from System Properties \ Device
Manager in Safe Mode and then re-boot and re-install those (NIC PCI Card)
drivers & software supplied with the card.
The first picture (Dev.Man - the yellow exclamation mark) suggests your
driver files *may* be damaged/corrupted. (Unless the card has died)

Screen shot was helpful!
The network card is conflicting with your graphics card.
Did you change any hardware or make any changes to the BIOS recently?
You can check your bios and try setting your PCI resource allocation to
"auto"
Also...if you have your Ethernet card in the PCI slot closest to your
video card...try moving it to a slot further away and leave that slot
vacant...It's an issue with *some* motherboards

I tried this, and this helped: it looks there was some another device that
caused this problem: when I rebooted in Safe mode, I find in System
Properties \ Device Manager that the yellow exclamation mark had another
device: "Other devices > PCI Ethernet Controller", not Realtek RTL8029 PCI
Ethernet NIC. I removed that device, and rebooted. Then internet connection
was restored.

Sounds like Win98 lost track of the Realtek driver for some reason and has
probably tried to re-detect (enumerate) it under 'plug & play' using a win98
generic Ethernet driver. As philo alluded elsewhere, the resulting confusion
has caused a conflict in that it was trying to grab some of the graphics
memory. I've no idea why or what might have caused it but these sort of
conflicts often reveal themselves more clearly in Safe Mode - as you found.
I'm pleased to hear that you've now got your internet connection restored -
and thanks for the feedback.

well, but I have no video card. It is on-board. And I didn't changed any
hardware or BIOS settings.
I have some USB devices installed: USB flash drive and also USB contactless
smart card reader.
These devices requires to install drivers to work on windows 98, so maybe
some of these drivers conflicted with network card.
thanks.
