To prevent emails going out with mass to or cc, exposing email addresses to
each other. Instead direct to use 'BCC'. I know this could be prevented by
educating the users but is there a policy or addon that could be installed on
outlook and outlook express clients to block such emails totally?

Your post sort of lacks a question, but I will hazard a guess.
Only your ISP can control how many recipients you send to at one time. This
applies to BCC or To fields.
I have no idea about MS Outlook. That is a completely different program and
I have no first hand experience with it.

I don't think there is anything you can do in Outlook Express to force
use of BCC.
Potentially something could be done on the SMTP mail server assuming
that is under your control. It could look at the TO and CC headers and
if they contained more than a given number of entries, it could reject
the message and that would give an error back to the sender and leave
the message in the Outbox folder.
