When I start up my computer I get this message.. Operating System or Hard
drive partitions have been altered The current restore point does not match
either your current hard disk setup or your operating system

Which operating system is the PC running? What happens after you see the
message you quoted? What was the last thing you did or changes did you
make to your PC in the session prior to this problem starting?
It would appear that you may be trying to use system restore? Why, what
(other) problems were you experiencing that made you want to use system
restore?
Normally I would boot the system, to Safe Mode if necessary, and reset
system restore so as to clear the archive and remove any problematic
system restore checkpoints.
