MS Photo Editor will take over default image viewing if it's installed
correctly. Version 3.0.2.3 is the only version that has the image
rotator fixed to where it actually works without locking up. IIRC it
comes with OfficeXP and in general Photo Editor was always offered
with Office prior to Picture Manager. Bootleg 3.01 packages don't
install correctly as they are missing graphics filters and registry
entries for those filters which are needed.
It's just as fast as IE for viewing images, at least as far as I can
tell.
