What exactly you want to accomplish? If you want to limit who logs on to the
Windows XP workstation, this can be done by configuring "Allow log on
locally" (Computer Configuration\Windows Settings\Security Settings\Local
Policies\User Rights Assignment GPO setting)...

I want to only allow 1 specific user account to log in to the computer
(other than the Domain Admin). I don't want other users to be able to walk
up to the PC and login as themselves or someone else other than the 1
specific user account assigned to that PC.

Then go with the Group Policy Marcin already gave you:

There, you specify the users that shall be allowed to log on locally on
the machine.
