2 Issues with IEAK 7

I couldn't find a newsgroup for ieak 7 so I'm posting here. Two problems,

1. During the configuration I set the option to prompt before a restart when
I install ie7, but it just restarts my computer without warning. I created
the file again, with the same settings, and it still reboots my computer
without warning.

2. I customized my homepage to about:blank, and deleted the default one. Now
whenever I open internet explorer, it opens one windows with 2 tabs. One is
the default http://go.microsoft.com/fwlink/ address, and the other is my
normal homepage, which is not the about:blank. When I checked the internet
options, it listed my homepage as about:blank with my normal homepage address
under it.
