You might be thinking of System Monitor which can be found at Start |
Programs | Accessories | System Tools. Not that I think it can measure
either processor or connection speed. It can however show processor usage
as a % and also connection throughput in bytes/second.

As I stated in my earlier post System Monitor is to be found at Start |
Programs | Accessories | System Tools. If you did not install it when you
first installed Win Me you can do so by going to Add/Remove Programs |
Windows Setup. Select System Tools and click Details. Now select System
Monitor and click OK and then Apply.

Your Win Me CD. Win Me's installation CD is a single disk with the set-up
files totalling around 150MB.
