So, for those of us who do not use Outlook Express AT ALL, is there a way to
uninstall the program? It doesn't show up in add/remove programs, or it
would already be gone from my system.

You can't really uninstall Outlook Express, it's part of the operating
system.

Do you have Windows Live Mail installed? If so, make sure that it is
the default application for both EML and NWS files.

If you don't have Windows Live Mail installed, then make Notepad the
default for EML and NWS files.

As Michael indicates, you cannot uninstall OE. If you are getting the
prompt to compact, then some 3rd party program is running in the background
and accessing OE, so you need to figure out what that is and disable it.
Windows Desktop Search seems to be the biggest culprit.

You can prevent OE from running by making the inbox.dbx file readonly, but
that's unlikely to stop the compact check prompt.
