My sis's computer's done it again. Blown its bleeping brains out. All she got
was BSOD - she didn't bother looking at it, don't ask me why, but I suspect
it was another of the irql_not_less_or_equal ones she'd been getting for a
while and blowing off, (because system restore didn't help them). So when she
brought her computer up, she noticed she had no network connections, and
immediately enlisted me to bring them back. Heading into device manager to
make sure she still had the correct drivers, I find- dah dah da dunh!- the
manager is a terrible blank page. I tried working with the dang plug and
play settings, but nothing was wrong with them. I extracted the devmgmt.ms_
from the setup cd, I used the regedit file - still blank.....

Will be very much appreciated!!!!!

This computer actually boots up?

What did you do with regedit?

Is this a OEM computer with OEM XP CD, or a recovery cd or set?

Go to Start/Administrative Tools/Services. Scroll down to Plug and Play
Service and stop and restart it. Once done the Device Manager will populate
again.

First- I have the recovery cds, but I used the OEM XP cd to get the devmgmt.ms_
Second, I used Kelly's Registry entries to no avail.
Third, I can't start or stop the plug and play services because it won't
allow me to, as it is locked on 'started'.
Fourth, I tried the apropos fix tool and it found what it was looking for
and ran successfully it says, but still no device manager. Much less network
connections.

Check the Permissions of HKey_Local_Machine\System\
CurrentControlSet\Enum
Should have two users:
Everyone = Read permission
System = Full
Navigate to the key using Regedit, Right Click the Enum key
and then click Properties.

Correction - "Then Click Permissions" - not Properties.

Yessir, did it, and the permissions said what you told me they should.
