My daughter was playing on one of my computers and now the computer
acts as though the Windows key is stuck because when I type "L" it
logs me off, "R" bring up Run and "E" brings up explorer.
I also had the Narrator and Onscreen Keyboard popping up and figured
out how to stop that, but I can't seem to find anything on how to stop
what's going on with the keyboard shortcuts.

You may be correct in that the Windows key is stuck. Did you try turning
over the keyboard and gently tapping
it in an effort to shake out and dirt/food particles?

You can use this free utility to turn off the Windows key.

Any idea of what would have turned it on?

Is this a trick question? The OP suggests that the Windows key is stuck.
I'm guessing the OP has already tried to repair the keyboard and would rather
not purchase a replacement. The free program I suggested can disable the Windows
key. Hopefully, that would prevent the results that the OP is getting when
hitting certain keys.

No not at all. I meant no trick question. I'm not familiar with the program
you suggested and erroneously thought it would also 'set' the Windows key as
well as others.
