I want to connect to my friend's computer using Windows remote desktop
connection. If my friend's computer is using one of those wireless routers,
which assigns the private IP address (192.168..), can I connect to that IP or
is that private IP cannot be connected?

If your trying to connect while connected to his home LAN then just use the
private IP address. If its from the public internet then your friend needs
to forward TCP Port 3389 through his router to the private LAN IP. You would
then call using the public IP of the router.
