This is a proven method of adding Taskbar Address Bar back to Windows XP
Service Pack 3.

1. First, obtain browseui.dll from older version of Windows XP
(RTM,SP1,SP2). If you do not have one, you can download it here:
'DLL-files.com - browseui.dll, free download'
(http://www.dll-files.com/dllindex/dll-files.shtml?browseui)

2. Restart Windows XP in safe mode to avoid Windows File Protection.
(Press F8 during startup)

3. Replace browseui.dll at %systemroot%\system32\ (usually
C:\WINDOWS\system32).

4. Restart PC in normal mode.

I hope you have tried it with build 5512 because according to the SP3 forum
that possibility has been removed in the final.

We wrote a minimalist shell toolbar which 'hosts' the pre-sp3 address
bar and allows it to be added to the taskbar. No reimplementation, the
exact same behavior as before SP3.

I see. Nevertheless, the method of copying over browseui.dll which was
being used by SP3 beta testers was eventually blocked in a late build of
SP3. You didn't say that your's was a third-party method.

Not sure I 100% understand what you mean...

In my installation of SP3 (not beta), I can replace the new
browseui.dll by the new one, but I wanted to avoid doing that.

I simply wrote an explorer shell extension which normally would be
dockable in the explorer taskbar. But the extension I wrote does nothing
by itself, it just calls the address bar available in (the NEW)
browseui.dll and "hosts" it.

Microsoft didn't remove the address bar component from SP3. They just
slightly crippled it to prevent it to be docked in the task bar. But
nothing prevents another component hosting it to be docked in the
taskbar.
