I had the same problem. Uninstalling the update did not help. A simple
solution that worked for me is go back to the latest windows-xp system
reset point.

Another user on my pc installed the update again. This user had no
problems with internet explorer. After changing to my own account
(administrator) I had the navcand pop- up again. I found a different
way to solve the problem. Start with Start > Run > Type or copy/paste
the following into the box:
iexplore.exe -nohome -extoff
then go to internetoptions > advanced and tick phishing filter
deactivate.
Et voila, problem is gone.

Hi All,

Problem solved for XP PC.

I've solved this problem by restoring the temporary internet files
folder to the default folder.

Go to registry and check the setting for the temporary internet files.
_
For_XP_Settings_Location_Key_in_the_registry_is:_
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders"
You should check "Cache" settings. Default is "%USERPROFILE%\Local
Settings\Temporary Internet Files"

I don't see any bashing of microsoft here. Where is the "bashing"? That
microsoft gave the runaround and had no ideas?

Then it is suggested the user "start watching and participating in threads
similar to this one seen in Windows Update newsgroup:
microsoft.public.windowsupdate". Some of us might not have hours to scour
forums, just to make updates not break our operating system. I know I dont. I
looked through numerous forums and found no solution to my problem. Should I
just do this forever, spend countless hours on these forums, until I get
lucky? Even if it starts feeling like a runaround, since it gets me nowhere?

I guess so, as long as I don't mention the word runaround, in which case,
the ultra-defensive mindset will view this as microsoft-bashing. Yeesh.

Change the location of your Temporary Internet Files back to the default and
all should be well.

Change it via IE Tools > Internet Options > General > Browsing history >
Settings > Move folder.

You could always call PSS instead.

Customers in the U.S. and Canada can receive technical support from
Microsoft Product Support Services at 1-866-PCSAFETY. There is no charge for
support calls that are associated with security updates. When you call, you
MUST specifically state that the problem is related to the installation of a
security update and you must give the KB for the update (e.g., 931768).
