Post subject: The case of the disappearing Internet Explorer icon

We're running Win XP Media Center on a Dell XPS 720. We have 3 users with 3 Desktops. When we updated to Windows XP SP3, two users lost their IE7 desktop icons and one didn't. The check box for Internet Explorer under Desktop Configuration disappeared. I have done the published registry tweaks to restore the IE7 icon every which way I can think of and they don't work. Furthermore, I've looked at the registry settings for the user whose icon didn't go away and they're exactly the same (as far as I can tell) as for the two users who lost the icon. Any advice?
