I guess I need you guys to turn my PC firewall and enable the NIC card, can
anyone help me with that?

no that is not what i am trying to do, i am trying to turn off the PC
firewall and enable the NIC card because i have an xbox360 and i could not
join xbox live (join online play) so i called the xbox live support group and
they said this is what i have to do to be able to get online, so if you could
help me out and tell me how to do that, that would be great.

Since your post is a little unclear, here is a suggestion for starters:

Check that your version of Windows Installer is 3.1.4000.4039 by
typing at the Start menu Run "%systemroot%\system32" and then select the
file "msi.dll" . Under File|"properties" for this file you can see the
version number. In case it is not 3.1.4000.4039, then first install security
update KB927891 : http://support.microsoft.com/kb/927891 .

I don't understand why you are asking about the NIC card unless you are
updating the driver which I don't recommend getting from MS update anyway.

As for F-secure av, have you had this problem before with F-secure
installed? Maybe you should read the FAQs at their website if you suspect
the problem has to do with their AV program.

I don't understand why your NIC is disabled if you are connected to the
internet unless you are using dial-up or another connection method. Anyway,
go into Network Connections and look for your LAN connection. It should be
there unless it is disabled in the Bios. If you select it and
File|Properties you should be able to enable it if it is in fact disabled
already.
If you are referring to Windows XP sp2 firewall go to Control Panel and look
for the Windows Firewall applet and click on it. If it is enabled you can
disable it in the applet.
I was concerned that you said you could not install the Windows Updates
which may also be due to having an old version of the MS update module
itself installed. The way to update it is by going to MS update website and
manually updating it from there.

i HAVE A SECURITY UPDATE FOR wINDOWS xp (KP920213) in my histoty that failed
to download. How do I down load it.

I keep getting the error message FATAL msi DLL 3.0, Version 3.1 is required.
This is a repair installtion.
How do I get the new dll?

Windows update was running fine until I got SP3 installed
is there a bug on SP3?

Same problem as what?

In the meantime, try this:

From a command prompt, stop the Automatic Updates service, register
wups2.dll, restart the AU Service.

Start>Run>cmd [enter]
net stop wuauserv [enter]
regsvr32 %windir%\system32\wups2.dll [enter]
(close out of cmd)

Also see:

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you perform a new Windows XP
installation or you repair a Windows XP installation (applies to Service
Packs also):
