Tip: Temporarily disable real-time protection by your anti-virus and/or
anti-spyware applications (e.g., CounterSpy, Spysweeper, Spybot Tea Timer,
AVG Anti-Spyware) and/or any third-party firewall (e.g., ZA) before
attempting to install the update(s). If you disable the third-party
firewall, make certain that you enable the Windows Firewall!
For home users, no-charge support is available by calling 1-866-PCSAFETY in
the United States and in Canada or by contacting your local Microsoft
subsidiary. There is no-charge for support calls that are associated with
security updates. When you call, clearly state that your problem is related
to a Security Update and cite the update's KB number (e.g., KB950759).
LOOK! => If your problem relates to a Cumulative Security Update for IE,
call the above number and ask to be transferred to the Consumer IE7 queue
(which is 47830).
For enterprise customers, support for security updates is available through
your usual support contacts.

0x8007F0F1 is the key error but you've gotta answer some more questions
before we can make sense of it here.
Repost:
> Was IE7 installed before or after WinXP SP3 was installed?
Did you install Win XP SP3 via Windows Update or manually? Had you
reinstalled WinXP (SP2) just before you installed SP3?
What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender)? What third-party firewall
(if any)? Were any of these applications running when you installed SP3?
Were any other updates offered besides KB950759? If so, did they install
successfully?

1 -- I tried using the AU Reset tool from Sheenan Stanley
(http://www.microsoft.com/communities/newsgroups/en-us/default.aspx?dg=microsoft.public.windowsupdate&mid=38beac09-b7f4-45ee-9c47-5c28fd2b974e).
After running his tool, I went back to the WU website & went through the DL
& installation of 950759 again. It asked me to reboot, which I did. After
reboot, the yellow shield is still in the systray
2 -- Tried following the troubleshooting steps offered on the WU website.
3 -- I have tried calling the PCSAFETY number for different WU issues in the
past (different computer), and the person's thick accent coupled w/ the
excessive background noise made it impossible to understand the tech.

I encountered the same problem but fortunately I found a solution offered in
another thread. Simply reinstall IE7 from the MS download center and then
the update will install cleanly. I ran the latest version of Belarc Advisor
and it shows all required security updates have been applied. I did disable
my AVG 8.0 Free Edition
Resident Shield while updating.

This problem is the same one as I have just experienced. I have XP Pro with
SP3 on a desktop and a notebook. The OS was installed on both of them from a
slipstreamed XP/SP3 CD. They both have AVG 8 Free version installed. No
others. XP Firewall.
The notebook installed the same update plus five more in the same batch
without any problems on the 11th June. I didn't make any changes to AVG.
They both had IE7 installed a few days ago, that is, later than the OS.
The desktop also downloaded (from Update) the same six updates on the same
day and started to install them. But, after the message "Initializing
Installation" appeared, nothing else happened, except for the HDD buzzing
away!
I left it running for about five hours while doing other things, and then
shut down the computer. It duly came up with the shutting down message, and
then the message "updates being installed 1....6...." or similar. Then I gave
it some more time and as the message remained unchanged, I switched off.
So why the diference?
