Windows xp home ed. 2003
I attached too many pictures (I think) to an outgoing email. Outlook
Express does not respond to send or delete. Instead, Windows Task Manager,
says Outlook Express (not responding). What can I do to get that message and
attachment out of the send file? Right now I can do nothing.

Just terminate the process from the Task manger by clicking on "End Process"
button then see how many MB this attachment is, it may be too big that the
your server or your OE is struggling to process the message!.
Then run a disk clean up and open your OE and try to send it from the draft
or send Folder.

Do a search, including 'hidden files and folders' in the advanced search
options, for 'Outbox.DBX' Turn off OE, delete the file, and start OE again.
The outbox will be rebuilt empty.

I went to Outbox.DB, but a window popped up that said...open with or go to
web. Neither helped me figure out how to open the file. Do you have any
suggestions?

As Mark said "delete the file", you don't want to open this file. So (exit
Outlook Express) then right click on the file named Outbox.dbx and select
'Delete' from the list of options. I just tried this and it works as Mark
indicated.
