I have one notebook computer, XP, SP3, that has some remote access issues.
when troubleshooting, I noticed that when I select properties of the folder
on the local drive I only get tabs for General and Sharing. I do not get a
tab for Security. What setting and where, might be the cause of the missing
Security tab.

If your system is running XP Pro, then in the control panel, select "folder
options" icon. Next, turn off simple file sharing.
If your system is running XP Home, perhaps Help & Support can tell you how
to access the security tab. I certainly can't.

First off, is the drive where the folder is located formatted NTFS? Check the
drive's properties sheet to make sure.
If the laptop is running XP Professional, you need to disable simple file
sharing in order to have access to the Security tab. Go to Control Panel, double
click Folder Options, click on the View tab, scroll to the bottom of the
Advanced Settings box, and uncheck Use simple file sharing. Click OK. Keep in
mind that disabling simple file sharing means that you will need to create an
account on any remote system needing access to those files that matches in user
name and password an account on the computer sharing resources. Take a look at
this article for more info.
If the laptop is running XP Home Edition you can't disable simple file sharing.
To access the Security tab you'll need to boot into Safe Mode. To limit access
to files on a computer running XP HE you'll need to change the permissions
allowed to the Guest account.
