I have three separate user accounts. On two of them the "transparent" and
"shadow" features for the desktop icons is working and even though the
settings are the same for all three accounts, on the third the text is
surrounded by color and the transparent & shadow feature will not work no
matter what settings I modify.

Bellow are the things required for transparent icon backgrounds:
1.Control Panel-System-Advanced tab-Performance Settings button.
On the Visual Effects tab... Check "Use drop shadows for icon labels on the
desktop"
2.Right-click on Desktop - "Arrange Icons by" and ensure "Lock Web
items" is cleared.
3.Transparency will not work if you have web content on your desktop,
Control Panel > Display Properties > Desktop tab > Customize Desktop
Web tab. Clear all check boxes.
4. Ensure the Wallpaper is an image file not HTML (jpeg, bmp, etc)

Thank you Rey,
I checked and double and triple checked all 4 points you mentioned. I
checked them on all three user accounts. The settings are just as you said.
Two of the accounts have the "transparent" and "shadow" settings working just
fine but the third doesn't. Any other suggestions?

Those were the only fixes I know would work, sorry i could not help. May be
you want the transparency because you want a clearer view of your special
desktop. Why not hide the icons and access your shortcuts via toolbar on your
Taskbar. To that:
1. Rightclick on your Desktop > Arrange Icons By, clear the check mark on
"Show Desktop Icons". Now your Icons are hidden.
2. Right click on an empty space on the Taskbar > Toolbars > Click to put a
check mark on "Desktop"
The Desktop Toolbar will appear on the right of the Taskbar beside the
System tray slightly grayed. Click on the >> The icons will pop up. The
toolbar works just like the Start button. A single click on the program
shortcuts will open the program. If you have folders on the desktop a mouse
over will show its content and single click will open files. Enjoy yur
Desktop!!!
