Boot slow 2min delay constant

At PC power-on I have a constant 2min delay in the boot sequence.

At power-on I get IBM Logo and Windows splash screen w/moving blue buttons,
after splash screen goes black there is 120sec delay before I get the next
screen which is GMT/IDL (International Date Line), followed by screen to
select the
user and begin LogOn...

In May '08 a local tech re-formatted HD and re-installed XP Home SP3 with
latest BIOS. This re-install was done because I aparently removed files
while removing
a virus...don't recall which virus, PC worked but seemed to have mal-ware
and perhaps reminants of a virus. I talked to the tech and he has no
suggestions.

Prior to format/re-install WinXP/Home/SP3 there was no noticable delay
during start-up... I would like to eliminate or substantially reduce the
constant 120sec delay.

PC Hardware and Action taken...
PC is IBM Pentium 4, CPU 1.60GHz; 1.12GB RAM, NetVista A22p; Model 2292-21U;
NTFS FileSystem, C-drive space Used: 18.9 GB, Free: 17.3 GB;
Paging file Recommended: 1725MB, Max 3456MB, Initial paging size is 1728MB.

I disabled all items in StartUp Tab of msconfig with no change to the 120
sec delay...Event Viewer log messages seem OK with only about 2min
of elapsed time from 'Log Start' to when I look at Log and no failures in Log.

ran CHKDSK w/no disk errors, ran Seagate's drive check tool, no disk Hdw
errors

I installed AUTORUNS.exe from Microsoft and it shows on the BootExecuite tab
that Auto Check Utility runs from the registery entry
HKLM\System\CCS\Control\SessionManager\BootExecute
If I remove the check in the box at the Auto Check Utility and re-boot, the
sequence above occurs w/exception that after splash screen goes black there
is only about 5-10sec delay and the error message pops up re. "Auto Check not
found, skipping AutoCheck" and in about 5 sec the LogOn screen pops up. The
method
to stop Autorun by removing the Registry entry wasn't successful due to
getting the 'skipping' msg and I re-installed the Registry entry with a fix
for the message found on Microsoft's Tech Tips. It seems thr fix would be if
there was a way to alter the autochk.exe to quickly recognize there is no
dirty bit set from a Hdwr drive problem and let the system proceed to LogOn
without waiting 2min at every start-up.

The constant 120 sec delay with a black screen wasn't there before I got the
RE-install and SP3; so, I'd like to return to a rapid start-up since this PC
is used by m'wife...I now hear every time she boots up...
"This PC is slower now than before you had it fixed !"
Suggestions will be much appreciated.

Another way to investigate your hard drive is to use HD Tune.

Try HD Tune only gives information and does not fix any
problems.

Download and run it and see what it turns up. You want HD Tune
(freeware) version 2.55 not HD Tune Pro (not Freeware) version 3.00.

Select the Info tabs and place the cursor on the drive under Drive
letter and then double click the two page icon ( copy to Clipboard )
and copy into a further message.

Select the Health tab and then double click the two page icon ( copy to
Clipboard ) and copy into a further message. Make sure you do a full
surface scan with HD Tune.
