I am connecting to a Vista x64 SP1 machine from an XP x86 SP3 machine.
In my Remote Desktop settings I have elected not to show the Windows
background to save on bandwidth. However, every other time I make the
connection it shows the background anyway
If I disconnect and reconnect the background is not shown, if I disconnect
and reconnect again the background reappears again... and so on.
Does anyone have any idea why this may be happening or how to stop it?

So your enabling this group policy setting on the Vista RDC host?

No, I'm setting it on the client - on the 'Experience' tab I have unchecked
'Desktop Background'. I have tried creating and saving a new connection too
in case the old one was corrupted - without success.
