The registry setting looks correct.

Alternately, you may use the following REG file to set the default spell check language:
http://www.winhelponline.com/fixes/spellchk_settings.reg

Download the file to Desktop. Right-click on the file and choose Merge. Click "Yes" to confirm. Note that this REG file does not bring back the language options in the "Spelling" tab dropdown box, but sets English as the default language. Let's know how this goes.

I've clicked on spelling and I don't get a drop down menu. I have checked

I tried Ramesh's solution however I do not get an "Option's category" under
the tools menu.

You need to click the Tools menu in the Windows Mail main screen, *not* the one in the new message window.

Also as a side note: I have had to fix a few workstations with this error.
On some occasion I had to change the language to French or German for
example and apply, than go back and change it to English. Then it worked
without error.

Worked for me! Yet another bug with Vista. Compatibility issues starting to
wear on me as well. Having to download patches, fixes, new drivers. Old
software does not work, people with XP cannot seem to open my attachments.
