can't release ip

yes i have reseted modem and this is a new custom built computer i just
loaded vista ultimate 64 bit and from the beginning i was never able to
connect to the internet on this computer i have another pc with xp on it and
it connects fine i talked to nvida ( my motherboard maker) and all network
adapters are working properly and comcast told me that its not a problem
with them cause i cant release ip
