You are correct. WinMail can't do it. Outlook can.

Windows Mail needs a MAPI provider to be able to do much work that
requires MAPI. The most common MAPI provider it can use is Outlook,
which comes with some but not all versions of Microsoft Office.
You might want to check if you have the option to upgrade to such a version
of Microsoft Office without adding its full price to what you have already
paid.
