Was Bullguard installed the first time the system attempted to update
Windows Defender's definitions ?
Have other updates downloaded and installed properly ?

I *strongly* hope that the system has a good warranty as you should be
bringing it back to where it was purchased.
Have them fix whatever it is that they broke since the system has never
downloaded/installed updates nor done anything that *you* would like it
to do.
Have them uninstall Bullguard first and then check the integrity of the
WMI repository. The repository 'sounds' as if it's been damaged by
Bullguard or, <----- "something else" .
IF they feign ignorance, tell them to type the following at an Elevated
Command Prompt: winmgmt /?
That will tell them how to check the integrity of the WMI besides other
options available, such as rebuilding it now that Bullguard nuked it.
