Is there an available version of YPOPS that is compatible with
Vista?
More to the point, has anyone successfully used YPOPS to get regular
yahoo mail (not yahoo mail plus) in Windows Vista? And if so, can
someone please direct me to the steps I need to follow?

As I understand it, it's a game of one-up-manship.
YPOPs comes out with a version that works, then Yahoo finds out
and changes something, which causes YPOPs to fail, etc.
