What is now called Windows Explorer in Vista has been crippled so that
only the files and folders for the current user can be explored.

Where is the replacement for Windows Explorer in Vista? I am looking
for the tool that will allow an administrator to explore the entire
hard drive, create folders and copy files to wherever necessary.

I need to create a folder that will contain some executable and
configuration files in a location where users cannot accidently find
them and delete them. Thanks.

True enough, unless you navigate to another location using the folder
tree, folder/file pane, or the address bar, in which case you can go
anywhere your permissions allow.

Explorer, cmd, or a third party tool.

Depending on your version of Vista, use NTFS permissions.

Interesting. My User is a Standard account - I have an Administrator account
set up for err, Admin, and emergency access. I can access this Admin
account's folders through Windows Explorer and create files and folders from
my Standard Users account by entering the admin account's password. So what
happens when you try to create files and folders in another user's account?

My problem was much more basic. It took me awhile to discover how to
browse anything but the current user's folders in the new UI.

I am with you 100% on this one.

I can't seem to find anything. With the classic view Windows Explorer from
XP, ME, 98, etc. I could see the folders on my computer, view them on a
split screen, copy and move folders and files, and generally set things up
to be wherever I want them to be. With Vista, I am completely lost. I
can't even figure out what the other replies to your original post mean.

Is there some reason why the function that Windows Explorer served was taken
away when they created Vista?

Eh? I can do exaclty what I did in 3.11, 95, 98, 2000 and XP with the
version of Windows Explorer that comes with Vista. Define "lost"......

"Lost", as in, I can't figure out where I am and I can't figure out how to
get back to where I was.

For example, if I right click on My Computer and then select Explore, I get
a split screen that looks about like the Windows Explorer screen used to
look -- files and folders on the left side of the screen, and files and
folders on the right side of the screen. Now, suppose I click on "Desktop".
The split screen disappears and I guess I am looking at the Desktop files
and folders. But how do I get back to the split screen view I had? If I
click on "Computer", same thing -- I'm in a single screen. I don't seen any
icon or anything else to let me move up to the next level in the
hierarchy/tree. I don't see any way to get back to where I started -- which
was files and folders on one side of the screen and the ability to open a
folder on the left side and see what's in that folder on the right side
(like I used to be able to do in Windows Explorer).

Have you noticed the little "up" arrow at the bottom left-hand side of the
window that says "Folders"? Click on that and you will get err, the Folder
list....
