A few days ago, My computer got infected with a virus (I don't know which
one), but my anti-virus system automatically removed it. During the viruses's
activation process, it changed my background to a plain blue screen. Now,
whenever I try to change the background, I gat this message: "THIS FEATURE
HAS BEEN DISABLED please contact your system administrator for details". I am
the sole account on this computer, and so, I am the admin. I can still access
admin-level areas, such reg edit, device management, etc, but I can't change
my desktop background. I am currently running Windows Vista Home Premium.

ok this should help you as the same thing happened to me but you might
not like the results if you do not restore as you lose everything. Boot
in safe mode and then go into advanced user settings in your system
settings . under the advanced tab delete the offending user then go to
login screen, this should clear up the problem. Remember to RESTORE
