Archived from groups: microsoft>public>windows>vista>administration_accounts_passwords (more info?)

I think the Other User is added by Windows SteadyState. It is either
this or when an account is removed from the logon screen.

After you click it, in the username and password dialog box, you can
type the credentials for any user that is hidden from the logon screen
(Administrator account, etc).

you're right on! it happened for me when i removed user accounts from welcome screen.
