I am using Vista Home Premium. I have a program that opens at startup and I
don't want it to open at Startup. I deleted it from StartMenu\ All
Programs\Startup but it still opens.
I went to Control Panel\System and Maintenance\Performance Information and
Tools\Manage Startup Programs but I get a message that says Windows Defender
is turned off.
I don't know what it is or why it is off. Should I turn it ON? Then should I
turn it OFF again and how would I find it to turn it OFF again?

Hi,
Windows defender is Vista's built-in anti spyware and may have been
disabled by a 3rd party anti-malware application.
you may also disable startup items with MSCONFIG.EXE and the startup
items tab, you also need to use the Make Permanent option on the Boot
tab
Alternatively the Sysinternals App Autoruns is very effective
'AutoRuns for Windows'

Hi,
Not sure what this app. is you're trying prevent starting up, but it
seems to be intent on doing so.
Open the App. in question - it probably has a way of getting into it's
settings , or options. You may find there is a Run at Startup box that
is ticked - untick it and Ok .
You should run Defender unless you have another app. which is known to
conflict. As barman 58 suggests you may find as Defender offers real
time protection , another app with resident protection could conflict -
in which case, use one for scanning only.
Also Defender includes a useful way of controlling startup apps - which
you may find preferable to using msconfig

Did you just delete it from your user profile's startup folder, or from the
global startup programs folder? Check here:

Windows Defender is the anti-spyware program that comes with Windows Vista.
You should definitely turn it on.
Some security suites disable Windows Defender upon installation, replacing
it with their own software. In my opinion, it is better to leave Defender
on, as long as you have enough memory for it and do not experience conflicts
with your other security programs (pretty rare).
Using multiple anti-spyware programs is generally a good idea, since no
single one has a sufficient detection rate. The idea is that the second
program may catch what the first one misses.
You can enable and disable startup programs in Windows Defender's Software
Explorer.

I would agree totally charlie42,
Except

I would not recommend using two -resident -anti malware programs as
conflicts between the two can cause problems. use one -resident -program
backed up by one or more -On-Deman-d Scanners

That is mostly the case with anti-virus programs, some of them have an
inclination to try to fight each other. I have yet to see this happen with
anti-spyware programs. My apporach is to give two anti-spywares a try, since
you can always disable the memory resident feature of one of them later on
if they do not coexcist peacefully.

I unchecked it from msconfig>Start tab. When I boot, I get a message that
Windows has blocked some startup programs. I clicked the message to see what
programs it blocked, but nothing happened.
