Serious Spooler issue

When i go too add a printer i get the error

" Windows can't open Add Printer. The local Print spooler service is not
running. Please restart the spooler or restart the machine.."

I know you may say well go into services and restart the spooler, which i
did but i still get the same error message. My printer is a hp psc 21790
all-in-one, the scanner installs fine, but for some reason the print spooler
seems to be corrupt

Is there anyway to get the spooler reset..

or some print drivers. It's best to uninstall the print drivers, then
reinstall. Since the spooler is not started you cannot use the spooler
service to delete the drivers. You will need to edit the registry.
