Only the top is checked, I've checked and rechecked, rebooted, etc.--with no
change.
Just looked in the registry and didn't see anything that appeared to apply
to signature in Windows Mail. Can you give a hint as to the appropriate key
and the value that would be set?

Karen, just to be sure that you have the Sig setting correct, only the top 1
of the 2 include options should be selected, the 2nd one says 'Don't?
If you are set correctly, change them around and try to give the registry
entry a kick in the pants, even resort to a reboot between changes in the
options?

Windows Live Mail is not web-only interface.
You're confusing it with Windows Live Hotmail.
Windows Live Mail does everything that Windows Mail does,
POP email, IMAP email, newsreader, plus it adds the ability
for handling Hotmail accounts.
Although its installer deletes the Windows Mail shortcuts,
those are easily replaced. I run both programs side-by-side.

Signature Flags in the right pane, give it a value of 3.

Oh well, it was set, I'll just live with it, I'll have to do a clean install

Karen, setting the value to 2, results in the top option, setting it to 0
results in both unchecked, setting it to 1 only adds your default Sig to
outgoing.
So give it a go on any of them, remember that you must close WM and or
Regedit for the change to take effect.

I'll check it out but not before a trip. I installed it and it immediately
took me to Hotmail, and I used the link you provided. The documentation on
the site is pretty superficial. It may be great but it will just have to
wait until I have time to 'figure' it out
