Here's a link that describes some of the folders in Vista (that can be
removed)

Thanks, can anyone tell me what PerfLogs are and how they are put there?
I have done a Google search and found no answers.

There is no mystery with this folder. It contains all of the data files that
are created by the Reliability and Performance Monitor in Vista.
