I am also getting this message in Outlook 2007
Cannot open your default e-mail folders. File access is denied. You do not
have the permission required to access the file C:\documents and
settings\HP_Administrator\Local Settings\Application
Data\Microsoft\Outlook\Putlook1.pst.

Try changing the permissions on the file/properties/security tab.
Was this file copied from another machine, repaired under OL07 earlier, or
imported etc..?

Hi,
I'm not really sure about it, but try to change the name of your ".pst"-file
from "Putlook.pst" to "Outlool.pst". This should be the correct spelling of
it and maybe then you can get connected.
Good luck,
SanDee

I had a similar problem and unjoined the system from the domain and
rejoined it.
Can't hurt to try

I had this problem after I rebuilt my workstation. I was unable to open
an old Outlook PST file using Outlook 2007. I kept getting the
message:
"File access is denied. You do not have the permission required to
access the file D:\Email\archive.pst." I checked to make sure that the
file was not read-only (it wasn't). I was able to resolve this by
explicitly giving my user account NTFS 'full control' permissions.
Even though my user account is a member of the local machine
Administrators group, and this group has full control NTFS permissions
on the file, this was not enough.

You'll get more knowledgeable help for Outlook in an Outlook newsgroup:

Do you have read/write access to the FOLDER holding the .PST file?
